It is really important, and my challenge to journalists and academics and so on in general is to do this, to point out how completely and utterly out of kilter the UK's idea of "local" government is with international norms. Local government on these islands is an embarrassing legal fiction.

Anyone saying local government in any part of the UK is "too small" is, frankly, a liar or an idiot.

It's not just playing with buses.
I knew of a German municipality of 100k people running a €100 million broadband programme - unthinkable in the UK.
Most countries have municpalities/townships etc then a regional level above that.
