If he had allowed a shutdown it would be up to Trusk to deem what is essential. SS, Medicare, and Medicaid would not be deemed essential. The poor would be fucked by now and everyone else would be fucked within 2 months. This would have been an atypical shutdown. We should be thanking Chuck.
