With Laz on the news footage saying half the runners come from NA (including Canada and Mexico) and half from overseas, that would suggest that (almost) all the missing flags now are in the latter category, with 19 listed between USA and Canada?

It's also possible that one runner has multiple flags representing them. Last year there were both a ukrainian and a canadian flag, with Ihor Verys being the only one to apply to either of them
