No control? These are world class hackers. They are stealing data, adding code to track every detail, rewriting systems and taking a copy with them. This is nothing short of a hack of the entire federal government. With no oversight from this guy who probably thinks the internet is a bunch of tubes.

You don't give a bunch of unvetted people admin access to your systems.
