As a lawyer I have some ideas but not as "farther", especially for "economy of happiness".

It seems that any kind of "economy" which means establishing of happiness is unreal.
Maybe we have to find the solution for "economy of peace" ...

The question seems akin to “do marriages increase love”. Economists are biased to measurable things, number of marriages and divorces, but couldn’t tell Romeo Montague from Tiger Woods. As suggested with the French questionnaire seems like economists have the wrong tools to tell if people are happy.
