If you take the Forbes list, per Capita rank of Finland is 10 below US, but still above UK or France and a lot higher than South Korea or Japan. Haven't checked amounts though.
There is no building a state with such people, you cannot coexist with them, if that isn't clear by now.
Honestly it's a political choice bounded by an electoral system that ensures those with hist. wealth/political power retain that wealth & power. The US desperately needs some form of PR.

Finland has high taxation and invests heavily in social welfare, education and health. Finland is a society that values people.
