I wonder, how is it that Trump paid El Salvador $6M to imprison our people @ CECOT w/o Congressional approval. It's not like there's a line item in the US Budget that says "$6M to be paid to CECOT to house US Prisoners". I thought all transactions w/ other/foreign countries must go through Congress.
