The downside looks like the added VRE is 'fuel saving' only, as the capacity value supported of the existing interconnection is covered by the FF power plants...

There can be capacity value in addition to fuel value. The combined resource is more likely to show up than the single one. But this depends on grid operator rules that allow for accessing the capacity value and an underlying capacity accreditation regime that gives it credit.

Fair, it MAY cover for some loss of availability, but in what will be the most challenging hours (moderate to high load and very low VRE) that will still be limited, and only available to the extent there is lost supply on those particual site FF gens.

Fair. VRE doesn’t help much in ‘very low VRE’ hours. But remember, you can also use surplus interconnection to connect storage! Use cases include storage at low capacity factor fossil sites and adding storage to existing wind/solar that has seen accreditation cut with increased penetration.

Are we really going to add much storage at FF sites, where the primary use is to backup the FF gen availability? Maybe enough duration to ramp up the FF gen from standby?
I get putting VRE there to cut fuel use though.

I'm not saying it's a bad thing, but it's really leaning into the 'default plan' and not pretending high penetration VRE adds capacity value.
Even more so for the RMI version, which adds loads at those sites:

But that one has even more double dipping in the FF plants as a capacity resource, and ends out not really quite firm for the offtaker...
