A local car park has changed to a ticketless (it uses ANPR) system.
You can pay either on foot (and are given 15mins to leave) or at the barrier with a card/contactless.
If you pay at the barrier using a phone, does this break the law? (Does the no phone use in a car extend to private property?)

When I arrived at the barrier about 5 mins later, it had obviously clicked into the next charging period (despite being within the 15 grace) and wanted money!
*paid = within 30min free period.
