Use the Blade Scout Console and recruit Enel (or any LV 99 BLADE) and fight some high level enemies, I recommend those around LV50.

Though really levels don’t matter, gear and skills do. It’s also very easy to overlevel just by doing quests but if you’re ever stumped on one scouts are the way to go
