The governments of Norway, Sweden, and Finland have begun the distribution of informative pamphlets to citizens, providing them with advice in case of the outbreak of war or other emergency situations, BBC reported on Nov. 17.

We have been doing this since the 1950s. We never stopped.
The dial on the content is just being tuned from "in case of crisis or war", back to the old school "in case of war". This message is coherent with how our society is preparing.
We also received leaflets in 2017 here in Sweden. There is a completely different culture in Sweden around this. Denmark is hopelessly behind as usual.
I'm sure you easily can find other near by countries to the Nordic who still don't have done anything.

And there is a contrast here between how swe government and society is (used to) doing that, compared to other non-frontline western democracies.
