The Nazis built structures so tough that post war they couldn't be destroyed with extreme effort, like the Flak Towers in Berlin. Thick concrete interlaced with steel is pretty indestructible, even repeated direct bomber runs couldn't take it out. That's how Ukraine needs to build infrastructure.
