Little known Congressional fact. There used to be a bar at the Capital. Senators getting drunk and voting has been a tradition as long as lining their own pockets when in office.

Senators are (theoretically) answerable to their constituents. If the voters deem them too drunk to do the job, they don’t get elected.
SecDef is answerable to Congress and it’s their job to decide if he’s too drunk to do the job.
