Anyone who has run or managed an organization, institution, or company knows how important strategy is to achieving goals and outcomes. Elon Musk is self-admittedly taking a chainsaw to everything in the Fed Gvt. Musk is definitely being strategic - but NOT toward the goals of a more efficient Gvt.
