You should read their development manifesto on it: https://www.pathofexile.com/forum/view-thread/2025870. Now this was 2017 and for PoE1, so it is definitely outdated. But this should give you an idea of where they are coming from. Keep in mind this mindset is why (imo) they've been successful thus far.
