Just from what I'm reading, if you can export it as an .obj file, you can then import it to Blender, and from there, export it as a .vrm, which is what Vroid models save as, and there's a bunch of programs for that.
There might be problems with the bone structure, but likely fixable

you can skip the obj converting, if use this instead https://vrm-addon-for-blender.info/en/ vrm import is a blender extension that allows to directly import and export vrm models
this also keeps the armature and all that intact

They didn't mean converting to obj, but exporting from roblox as obj. Roblox doesn't export vrm so the workflow would be roblox -> obj -> blender -> vrm
