The only consequence for these people is pubic perception and how that may eventually affect their personal wealth. “Doing the right/moral/smart thing” usually comes about only when the scales tip to being personally harmed. Without the consequence of re-election, I’m not sure we can count on that.

Also important to remember that shame cannot be assumed as a motivator for those two. They seek popularity, yes, but if they have to they'll whittle it down to a handful of rabid believers to get their narcissistic supply. But never shame.
