Institute a wealth tax

Use all proceeds to better the middle and lower incomes and help them build wealth

You don't HAVE to kill them. You just need to confiscate their money and property and expel them from your society. You'll probably have to do that at gunpoint. And if they resist, well, whatever happens, happens.
