There is a fundamental imbalance. Republicans are almost always trying to destroy the institutions of government while Dems are trying to build or preserve them, and with the enforcement arms are under Republican control we're reliant on good people in certain agencies refusing to follow orders.
Again, this is historically inaccurate. For the 12 combined years of Obama and Biden, the GOP only had a minority in one of the House or Senate for just 4 years - the first two of Obama, and the first two of Biden. In both's first midterms, the GOP gained the majority in the House.
