I believe Papworth scored badly as it accepted cases that were higher risk i. e. those passed on by less experienced Units.

I wasn't endorsing the approach, just noting results/Ofsted are huge motivating factors for school leaders for better or worse, even though 'league tables' have methodological flaws

I absolutely recognise your point (sorry if I sounded critical) - I’m genuinely looking for good quality research exploring impact of inspection/ league tables etc on measurable outcomes in health and education sectors eg evidence they are motivating

At least put some health warning on the data! And maybe just use them for internal improvement rather than publishing them. See some recommendations here
