Why not December 21?
If you specify a location on earth within the error ellipse, you can constrain the time much more finely.
No one seems to remember anymore.
When a potentially dangerous asteroid is discovered the measurements and calculations increase progressively until its next visit (2028) when the risk of impact will be lowered.
