It is worse than that. If you remove the government component the forecast is a decline of 3.8 percent. Major factor is a high increase in imports in anticipation of the now realized high tariffs against Canada, China, and Russia. Significant reduction in personal consumption expenditures.

But as imports subside there will be sustained larger reductions in exports as the trade wars kick in, augmented by stable Canadian and Mexican currencies. That will be a larger negative effect. Another large negative impact will be plummeting purchases of durable goods.
