1️⃣ They had to implement VPC peering between the databases deployed in both regions. If you have ever configured VPC peering at AWS, you know the nightmare of getting the CIDR blocks right and with the appropriate security groups.

2️⃣ They had to spin up Amazon EC2 instances to host the RIOT tool, likely in a VPC available for both regions. Pretty sure those instances weren't cheap.
