If it's less than 6 inches, i save it in a little jar that i use for stuffing the occasional toy/stuffie that i knit for gifts. long than 6 inches goes into another jar for franken-socks!

I have tied scraps of varying lengths together and knitted a scrapghan. So long as you can get a good knot. What I used was a multiple of 5. knit 5, purl 5 so when you turn it you do the opposite so you have an elongated seed. Very colorful and fun.
Recipient loved it.

It popped, but the heavier weight was also orange. I just made a huge ball and added scraps as it got used up. Have fun.

I have a gigantic yarn ball that I think I will use for a scarf or blanket one day with all sizes of scraps tied to each each other through magic knot. Think old rubber band ball but with yarn.

I keep everything! If it is non superwash, I use it for felted bobbles, if it is superwash, I use it to stuff anything that needs stuffing😊. If it is long enough, I save it for small woven squares. I have bags of bits, but they all have a purpose.

I keep it all, really short bits are carded for spinning or used as stuffing, medium bits for weaving or embroidery or tying skeins, long bits for contrast colours or stripes etc.
