Work requirements for Medicaid have been tried & all efforts failed spectacularly in so many states, including MI. You spend more money increasing the dreaded bureaucracy to oversee & enforce them than you ever recover. The myth of lazy, unemployed able bodied Medicaid recipients leads to failure.
