The largest part of Elon Musk's wealth is Tesla, a company with an insanely inflated stock price that is wholly dependent on positive consumer sentiment. Tarnishing Tesla's brand could plausibly cost Musk $100 billion.

No doubt about it. Musk is hoping to keep regulators off his back and get a big infusion from his historically largest investor, the US government. SpaceX doesn't work without government money, and he's hoping to get the same for Tesla and X.
