this will have a terrible Impact at all Universities,reasearch hospitals, & facilities. Dropping the Indirect Cost Allowance from 26% to 15%. What good is having a research grant if you can't afford the infrastructure to Implement the research. The Change is also Retroactive fo existing grants.
