2 Baku and Yerevan both confirm, separately, that all 17 articles of their normalization agreement have at last been finalized. The outstanding issues were a pledge to drop legal claims against one another in international courts and not to deploy third-party forces on the mutual border.

6 The Armenian side says their Const Court rejects this. Pashinyan wants a new constitution but does not want to be seen to be adopting one under public pressure from Baku. And he faces elections in 2026. So this issue might not be solved until 2027.

7 Is Baku’s constitution demand an alibi or a genuine concern? Either way this should be no time for passivity. The door is half open. Ankara in particular should respond with positive steps towards Armenia – even if it stops short of a full opening of the border.
