Well, *legally* he cannot do those things, but anyone who has pirated a dvd can tell you that there is a gulf between what you are legally allowed to do and what you are able to do in practice.
Key phrase here is "used to be". What are individual states really teaching? It has always messed with my brain that some states have better test scores than others? Shouldn't there be some kind of consistency?
