My first FOIA as simply a private citizen went something like,

"Are you sure this is one of our agencies?"

"This is your agency, you founded it and appoint it's board."

"Huh, yeah I guess we did. Well we don't have official communications channels for these people at this time. Sorry"

Unfortunately by the time you have to escalate this to your secretary of state’s office for non-compliance you run into a person there that has no fucking clue what they’re doing and/or they don’t want to get into a pissing contest with a different agency, esp. any DOT given all the mob connections.

Pretty much. But it's easy for someone to become resentful if they are asked to prepare 10,000 meals by one customer that they know the customer probably won't even eat or share. Then multiple that by 1,000,000 identical customers.
