A rail line down Delaware Ave would be AMAZING. However this proposal isn't long enough to be meaningful. To be useful it would need to run further South and North. Imagine a trolley straight from Kenzo/Fishtown/NoLibs to the Ikea, Lowes, Giant, etc. That would be useful.

But first the subway-surface trolley tunnel would have to be extended to the waterfront and then they’d have to figure out where to locate a portal to get the tracks to the surface. That’s before re-gauging the waterfront tracks.

Yep, different tack gauge by four inches.

I've actually fallen out of love with this project as a concept over the years. Lots of big box stores and limited residential zoning all but guarantees disappointing ridership.

I think a dedicated median trolley connecting via Frankford Ave to the 15 would be good if they could do it on the cheap. Connecting to 2nd street station would definitely be a challenge.

Ehh, you could. It’d either have to have a weird stub end or do an annoying loop like the bus does now. It’d really be suboptimal for transfers to trains going to or from 69th street.
