the main drive would be relatively easy, 4 motors, 2 each side, with a bevel gear or something driving the outer gear on a technic turntable. the air brake for the gondola would be pneumatic cylinders possibly interacting with a car clutch or just.. jamming a gear to lock off the spin. hmmmmmmm
