Snopes has a good debunk of spoonamore's claim. According to the numbers they have "bullet ballots" are in the 1 to 2% range. So I don't know who to believe but Spponamore is not showing his work.
That is good evidence. I know of Spoonamore from when I organized the Ohio investigation after 2004. 30,000 photos of 126,000 ballots, poll books and signature books from 18 of 88 counties. Spoonamore is good and worth listening to.
