Because we have weak opposition at best & equally corrupt opposition at worst.
We also have a wealth of Postmedia owned news that only focus on PC =good and Lib/NDP= bad.
Finally, we have an inordinate # of people who blame Trudeau for provincial policies & so vote Ford (*yes, that makes no sense).

Yes. I'd say the majority of Canadians don't know what issues fall under what jurisdiction. It's a failing of our schools and media. An uninformed population can't be expected to vote in their own best interests I guess..

Ironically former PM Harper allowed it and he is behind Ford.
