Sentai doesn't have this issue beause in Toei's eyes, each Sentai Team is its own universe outside of crossovers (the same for Kamen Rider too mostly).

The ninja academies didn't have rangers until cam made the morphers.

Andros was solo

They did call the alien rangers when they absolutely needed them

Andros is implied to have a whole team of rangers (depending on if you count the comics). Ninja Rangers I could see your point though
