On the flipside, I'm not sure any of these successes are likely to outweigh to his contributions to toxicity in politics. In particular, his efforts to hold on to power at any cost, including trying to paint very reasonable opponents as radicals has done lasting harm to the country.

I think the 2021 election was particularly harmful. O'Toole is a completely reasonable, moderate politician, yet the election was focused on abortion, guns, and vaccine mandates in an attempt to fracture the Conservatives. It worked for Trudeau, but did societal harm.

I hope he enjoys a well deserved political retirement, that his best policy accomplishments survive the change in government, and that he eventually finds a unifying role as an elder statesman in the decades ahead.

Perhaps a bit of both :) I think child care is the more likely of the two to survive fully intact even though it's arguably messier. I could imagine the Tories keeping some version of dental by really tightening eligibility.
