Glad to see that *someone* of that calibre is acknowledging reality.
I can understand that Tusk, considering his position, chose more careful verbiage, but it would help the whole of the EU to actually speak the truth now. This has been going on since early/mid 00's.
Ex-guys no longer have to filter what they say with as much care. So it pays attention to listen to what they have to say.
In this instance, I give him right. It's not "pre-war", we are well past that and deep in "actual-war", only that Russia opts for hybrid warfare and terrorism/disinformation.
