Every Cold War attempt to reduce arsenals stumbled on USSR demands to include UK/FR deterrents in overall stockpile counts. Collectivizing planning via NATO legitimizes this viewpoint and makes Euro nuclear defense ex-US impossible, which is exactly the situation the Europeans are trying to avoid.
