Googled but couldn't find anything about the culture and open-toed shoes. Hoping to satisfy my curiosity and get a little more knowledge about another culture. If you find out, I'd be interested.
The conference is a government building, and so my head-canon is that it follows a similar sort of "this is an official business place, and people here dress professionally" vibe.
