I'm not sure that is quite right. Doesn't it set common tariffs from outside the union rather than 'no tariffs'?
It’s like telling a person who has had a leg forcibly removed that their shoe costs will be reduced. Not only is it cruel, they will still have to buy shoes in pairs, one now being completely useless.
