I'm not saying it's impossible for well-educated people to consent to action on climate, but it's obviously important to figure out the conditions in which well-educated people will consent.
They will probably put up a shed and some block paving for £200 billion that you could buy from B&Q for £250. Consultation fees for mates of theirs will of course swallow the allocated budget.
