I think the Cats should be in homes or temporary shelters, not roaming in the streets. If it were dogs, it would be unacceptable to keep them on the streets, same should apply to cats.

Ideally all dogs and cats would have a home, but having "community dogs" or "community cats" is a different proposition to the animals just being strays. If the animals are cared for appropriately, they might actually be happier being able to choose when and how they want to interact with people.

If you look at the stray dog situation in Eastern Europe, a lot of dogs are saved by individuals but they end up spending years in boarding kennels because they can't find a new home. I know one rescuer in Bosnia that at one time had over 100 dogs, and almost all of them were in boarding kennels.
