Very specific tip if you're using OBS on Mac. Don't use the presets on "Video Capture Devices", it will lock that device to <30fps. Uncheck preset, Scroll all the way down, set Input format to NV12 and Color Space to CS709 and you should be able to set your FPS value to whatever you need now.
