Depends on your definition of permanent, if it's just the CPU, GPU and the internals sure you can keep them and find an OS that will work with them, but things like the screen gets upgraded imagine using a CRT now when 4K OLEDs exist

plus its more work to support older platforms limiting what you can do with said software and frankly it's not worth the time and money. Chrome will cripple any < = 10-year-old pc with 4gb's of ram so your hopes of web apps are kind of out the window
Also even the apps you use currently can get faster and open in less than a second in the future and for the same amount of money or less you can get a wonderful experience. Why would you give all that up
I recently tried Snapchat on an old android 8 phone and it crippled it, took ages (like >20 seconds) to open so that is a prime example and Snapchat isn't going to stop adding features just so you can continue using your old device
