He probably got access to ethics forms higher level employees are required to complete. The forms contain some information about investments that could create a conflict of interest. But his accessing the forms would possibly be a Privacy Act violation.

It's also a stupid conclusion from an unintelligent person - there many normal reasons why a federal employee may have large net worth. The most obvious is inheritance but they may have also sold a company, hold a patent, made a high-reward investment at some point, etc.

Except for people who have the highest level of security clearances, the only way to even know the number/name of financially related accounts employees hold is through annual financial disclosure filings and those do not require disclosure of amounts.Either Musk is lying or illegally accessing info
