Yeah, the constant flip flopping on tariffs, all on its own, is going to screw up the supply chain, because people will be thinking, if I wait until Thursday, I may be able to avoid some/all of the tariff. People just can't plan in such an irrational, constantly shifting, environment.

Simple questions but I do not know the answers:

1. At which stage - leaves the sellers' property for shipping, arrives at port, unloaded onto the port - does the importer pay for the product? Not the tariff just the product.
2. At which stage does the importer have to pay for the tariff?
