He'll have to figure out whether and how he can use any of his state money. The rule of thumb is you can't, but because it's campaign finance law, there definitely are ways that you can.
So instead he gave $96,000 to a newly created PAC called Southern Ohio Conservatives.
(Another $16k went toward consulting fees, etc.)
