Still the funniest thing about not-Kiryu is that he predated Kiryu himself by nearly a year, but what I didn't remember is that apparently even the Euro version predated Yakuza 1's JP release.

It's probably a coincidence but you never know with these things. lol

In fact, a theory I just thought of now: since Sega and D3P did work together around that time (the 3D-Ages joint venture, behind the initial Sega Ages 2500 titles), there is a chance someone at D3 saw a very early Y1, and were like "what if...?"; this is just speculation.
