Been a long time since i played and i only got about half of the story at the time, but was it like a thing where they couldn't keep the old robot running because of how much energy it consumed and chibi was created as a much cheaper replacement?

Oh my god you're right! I completely forgot about that plot point! Chibi Robo is really a criminally underplayed game. I loved it so much as a kid!
