There are several ways, through technology, do artificial insemination for free, rewards for families with children and last but not least, only inviting people who have the skills your country needs.
It is typically not that simple. Denmark will often have higer standards for almost everything, their own examinations etc. In addition in Denmark you have your own language - also a big hurdle. It is NOT easy to get skilled immigrants. NOT easy for most countries.
Wait? We already have the technology. And yes, it is hard to get skilled workers, which is why a lot is being done to attract them. Fyi 30% of employees in Denmark are public sector employees. That is far too many.
Tech: Will raise your expectations. One example: CRISPR will open up treatments as never before, but it costs a lot of money and will prolong lives. In a few years the public sector is expected to deliver much more than today.
Net effect: Will NOT solve the challenge but raise demands instead.

I see no easy solution. Work harder (more hours a day). Work longer (postponing retirement). None of these are likely right.
